Terms & Conditions

By accessing or using the Enugu State Geographic Information System service platform (the “SURVEY System”), you agree to comply with and be bound by these Terms & Conditions (“Terms”). These Terms constitute a legally binding agreement between you and the Enugu State Geographic Information Service. If you do not agree with any part of these Terms, you must not use the System.

1. Acceptance of Terms

Your use of the System signifies your acceptance of these Terms and all policies referenced herein. You may be required to click “Accept” before first use; however, these Terms apply from the moment you use the System in any capacity.

2. System Ownership and Purpose

The SURVEY System is owned and operated by the Government of Enugu State through its designated agency. Its primary purpose is to collect, store, and analyze land and market management data for lawful government planning and administrative uses.

All information and services are intended to support evidence-based decision-making and policy formulation in the public interest.

3. Eligibility

  • Legal Capacity: You must be 18+ and able to enter agreements.
  • Authorized Users: Government officials, licensed surveyors, planners, or others explicitly authorized.
  • Location: Intended for use within Enugu State; if you access from elsewhere, you’re responsible for local compliance.
  • Accurate Information: You must provide true, current information and update it as needed.

4. User Obligations & Prohibited Conduct

You agree to use the System lawfully, ethically, and responsibly. Prohibited activities include:

  • Unlawful or harmful activities (fraud, defamation, malware, etc.)
  • False or misleading submissions
  • Unauthorized access or account sharing
  • Security probing, hacking, or DoS attacks
  • Automated scraping without permission
  • Unauthorized data sharing or commercial exploitation
  • Intellectual property infringement

5. Data Submission & Usage Rights

By submitting data you warrant its accuracy and grant the Government a perpetual, royalty-free license to use, reproduce, adapt, and distribute it for public-interest purposes. Aggregated or anonymized data may be published without further notice.

Personal data will be handled under the System’s Privacy Policy. Non-personal submissions are non-confidential.

6. Account & Authentication

  • Registration: Provide accurate information; credentials are yours alone.
  • Approval: Accounts may require admin approval.
  • Security: Safeguard passwords and tokens; notify admin of breaches.
  • Responsibility: You’re liable for all activity under your account.
  • Suspension: We may suspend for security, inactivity, or misuse.

7. Intellectual Property

All software, maps, text, graphics, and other System content (“System Content”) are owned by or licensed to the Government. You receive only a limited, non-transferable license to view and print for official purposes. Commercial use, redistribution, or creation of derivatives is prohibited without permission.

8. Disclaimers & Limitation of Liability

The System is provided “as is” without warranties. The Government disclaims liability for errors, downtime, data loss, or any direct/indirect damages. Your sole remedy for dissatisfaction is to discontinue use.

9. Modification of Terms

We may update these Terms at any time. Changes become effective when posted. Continued use constitutes acceptance. Significant changes will be highlighted via on-screen notices or email.

10. Governing Law & Jurisdiction

These Terms are governed by the laws of Enugu State, Nigeria, and disputes shall be subject to Nigerian courts.

11. Termination & Suspension

We may suspend or terminate your access for breach, legal requirements, security concerns, or inactivity. Upon termination, your licenses cease, but IP, liability, and data-retention provisions survive.
